The new Bishop of Toruń will be 58 years old in May. He holds a doctorate in Theology of Spirituality. He has been a bishop for six years. Previously, he was, among other things, a spiritual father and lecturer at the priestly seminary in Pelplin and a parish priest. At the Polish Bishops' Conference he is a member of the Commission for Institutes of Consecrated Life and Societies of Apostolic Life, at the same time he is a member of the Sub-Commission for Individual Forms of Consecrated Life. His episcopal motto is: Euntes Evangelium Praedicate.

Bishop Okroj will succeed the current Archbishop Wiesław Śmigiel, who was appointed Metropolitan of Szczecin-Kamień on 13 September 2024. Until the canonical assumption of the Diocese of Toruń by the new Bishop of Toruń, the office of administrator will be held, as before, by Auxiliary Bishop of the Diocese of Toruń Józef Szamocki.
