The bishops govern the particular Churches, assigned to them, as vicars and legates of Christ, by their counsels, exhortations, and example, and by the authority and sacred power used to build up their flock in truth and holiness. They are endowed with the fullness of the Sacrament of Order. They remain in communion with and under the authority of the Bishop of Rome. They may be assisted in the governance of the diocese by auxiliary bishops.
